25-storey tower proposed for SkyTrain's future Hillcrest-184 Street Station in Surrey

The Surrey-Langley SkyTrain extension of the Expo Line has prompted the City of Surrey to create the Clayton Corridor Plan, which would introduce high-density, transit-oriented development to an area that is currently largely suburban and semi-rural — especially for the areas north of Fraser Highway.

The area plan is expected to be finalized by Surrey City Council in 2027.

However, well before its completion, development proposals are already beginning to emerge, with concepts that generally align with Surrey’s 2050 Official Community Plan (OCP).

The City is currently considering an application to redevelop 7086 184 St. — approximately a four-minute walk north of SkyTrain’s future Hillcrest-184 Street Station on Fraser Highway.

LionEstate Construction is proposing to redevelop the one-acre property with a 25-storey mixed-use tower rising from a four-storey podium.

Designed by Ciccozzi Architecture, the project would contain 226 homes, consisting of 143 one-bedroom units, 56 two-bedroom units, and 27 three-bedroom units.

Approximately 39,000 sq. ft. of commercial space would occupy the first two levels. This would include a childcare facility, retail and restaurant units fronting 71 Avenue on the ground floor, and office space on the second floor.

Four underground levels would provide 317 vehicle parking stalls, including 91 commercial stalls and 226 residential stalls.

The building would have a total floor area of approximately 232,000 sq. ft., establishing a floor area ratio of 5.3 times the size of the lot.

The property is currently occupied by a single-family house built in 1979, surrounded by a large yard. Records show the property last changed hands for $6.35 million in March 2023.

According to BC Assessment, the property was valued at $1.61 million as of July 2022. Its assessed value then rose sharply to $6.51 million the following year, driven largely by increased land value associated with the future SkyTrain extension and the site’s anticipated redevelopment potential.

As of July 2025, the assessed value had declined slightly to $5.42 million, including approximately $5.4 million attributed to the land and just $18,000 to the existing house.

Clayton Corridor Plan spans the areas around the future Hillcrest-184 Street Station and Clayton Station, while the Fleetwood Plan to the west spans the areas around the future 152 Street Station, Fleetwood Station (on 160 Street), and Bakerview-166 Street Station.
