Fleetwood tower proposal near SkyTrain's future 152 Street Station

Could this be one of the first high-rise tower projects for Surrey’s Fleetwood area?
The City of Surrey is considering the redevelopment of the site of 15284-15296 Fleetwood Dr., located roughly one block east of SkyTrain’s future 152 Street Station on the Expo Line’s Surrey-Langley extension.
Currently, the site contains a car dealership.

According to an application by Flat Architecture, this would be a 292-ft-tall, 31-storey, mixed-use tower, including a five-storey base podium.
It would contain 358 homes — a unit size mix of 51 micro units, 25 studios, 161 one-bedroom units, 112 two-bedroom units, and nine three-bedroom units.
There would be nearly 5,000 sq. ft. of retail/restaurant space to activate the building’s southern frontage with 88A Avenue.

Additionally, the project calls for four underground parking levels with 165 vehicle parking stalls, including 17 commercial stalls, 136 residential visitor stalls, and 112 resident stalls.
The total building floor area would reach roughly 254,000 sq. ft., establishing a floor area ratio density of a floor area that is 6.9 times larger than the size of the lot.
The project is being contemplated under the City of Surrey’s Fleetwood Plan, which is expected to envision high-density, transit-oriented uses within the vicinity of SkyTrain’s future 152 Street Station, Fleetwood Station (on 160 Street), and Bakerview-166 Street Station. As can be expected, the area plan calls for the greatest building densities and heights for sites closest to the public transit hubs.
Surrey City Council is expected to finalize the Fleetwood Plan later in 2026 or 2027.
Over the coming decades, this area plan could add 100,000 residents within close proximity to the three SkyTrain stations, along with new commercial uses, services, and job space.
