Major redevelopment proposed for Vancouver's Crofton Manor

One of Vancouver’s largest seniors care facilities in terms of land area could be redeveloped into a mix of uses with a number of towers.

Crofton Manor, constructed in 1973, is ageing and in need of replacement, and an opportunity has been identified to build a new seniors care facility with a more efficient design that allows for added uses.

To achieve this, Revera, the owner and operator of the facility, has partnered with Wall Financial Corporation to pursue a redevelopment of the sprawling 5.6-acre property at 2803 West 41st Avenue, located in the Kerrisdale neighbourhood.

At the moment, the project is still early in its pre-application stage; no rezoning application has been submitted. Proponents are gauging feedback from seniors and the public on what kind of building form, height, density, and layout should be designed for the city’s formal consideration, and they have created four differing redevelopment approaches.

All options will include a new seniors care facility, market housing, non-market housing, a childcare facility, and public space, including pathways, gardens, and open spaces. Some retail could be located along the redevelopment’s edge with West 41st Avenue.

The constant between all of the options is the creation of a single 10-storey seniors care building with 190,000 sq. ft. of floor area within the southwest corner of the property. The redevelopment’s market housing and non-market housing components are the main varying factors in the options for consideration.

Every option will create a total floor area in excess of 600,000 sq. ft., with the combined market housing and non-market housing space ranging between 437,966 sq. ft. and 537,577 sq. ft. within up to four residential buildings. The tallest proposed height is 18 storeys.

In contrast, Crofton Manor’s existing buildings spanning the property are no more than two storeys. At the very minimum, the redevelopment will provide a one-to-one replacement of the existing 100 independent living suites and 87 long-term care suites. The proponents are exploring the possibility of additional seniors units and beds, including subsidized senior housing options.

The project can be considered a transit-oriented development, as the site is just one block east from the Carnavon Street stops of TranLink’s future 41st Avenue RapidBus service, which will launch in early 2020.

Perkins and Will Architects is designing the overall site master plan and the residential buildings for the rezoning application, while Number TEN Architecture is responsible for the seniors care building.

Option 1A: Village Green

  • Market and non-market residential: Building 2 (six to 14 storeys), Building 3 (four to 14 storeys), and Building 4 (four to 15 storeys), with 537,081 sq. ft. of floor area
  • Seniors Care: Building 1 (10 storeys) with 190,000 sq. ft. of floor area
  • Total: 677,081 sq. ft. of floor area (2.75 FSR)
