Five towers up to 51 storeys proposed near SkyTrain's Brentwood Station

A significant proposal for further densification on industrial properties in the Brentwood district, aligned with the City of Burnaby’s plan for the area, has now advanced to the application stage.

The municipal government has received a rezoning application from Aoyuan International to redevelop the ‘Grove’ — the developer’s 9.3-acre property at 4500-4554 Dawson Street, framed by Willingdon Avenue to the west, Dawson Street to the north, Alpha Avenue to the east, and Alaska Street to the south.

Large warehouses and older retail and light industrial buildings currently occupy the site, located just one block south of SkyTrain’s Brentwood Station and north of Costco.

According to a city staff report, the developer is seeking to build five condominium towers between 36 and 51 storeys in height, plus four low-rise buildings up to six storeys.

As stipulated by recently approved city policies on rental housing, the redevelopment is required to provide the equivalent of 20% of the proposed strata units for affordable housing, with 0.85 of floor area ratio density offset in exchange for the rental commitment. These rental units will be made available at or below 80% of Canada Mortgage and Housing Corporation’s average market rent.

The market condominium component of the project is expected to entail roughly 1,500 units alone.

A total of 280,000 sq. ft. of commercial floor area is planned; the retail, restaurant, and office components are largely slated within the lower levels of the first phase, built along the Dawson Street edge to help establish the street’s designation as Brentwood’s village high street. The redevelopment will be constructed over four phases.

Furthermore, the master plan for the redevelopment is oriented around a 1.1-acre public park and a pedestrian-oriented public realm.

“At its heart is a new city park framed by a mix of buildings with a variety of uses that all contribute to an energetic heart for the community. The park is to be connected to the Dawson High Street via a central north-south pedestrian linkage that bisects the entire site from Alaska Street to Dawson Street,” wrote city staff.

“The broader vision for the Grove site is for it to become a complete community within the Brentwood Town Centre. The synthesis of land use, architecture, landscape expression, will result in a contemporary and functional mixed-use, mixed tenure development that will act as a spectacular southern gateway to the Brentwood Town Centre.”

Significant parking will be built to meet Burnaby’s parking bylaw ratio of 1.1 spaces per condominium unit, 0.6 spaces per rental residential unit, and one space per 495 sq. ft. for all retail and office uses.

Altogether, the developer is calling for 2.2 million sq. ft. of floor area and a maximum floor area ratio density of 8.35 times the size of the lot.
