99-room hotel proposed near Kitsilano Beach in mixed-use rental housing tower redesign with greater height

A previously approved proposal to build a secured purpose-built rental housing tower near Kitsilano Beach Park could become a substantially taller building to introduce the additional use of a hotel.

Local developer Millennium Development has submitted a new rezoning application for 2158-2170 West 1st Ave., which is located near the southeast corner of the intersection of Yew Street and West 1st Avenue.

The site is near bus stops on Cornwall Avenue and West 4th Avenue, served by frequent bus routes, and it is also about a 12-minute walk from SkyTrain’s future Arbutus Station (on West Broadway).

Vancouver City Council approved the original rezoning application in June 2025 under the prescriptions and stipulations of the City of Vancouver’s Broadway Plan, and the zoning bylaw was enacted in June 2026. There was also a subsequent development permit application, which received conditional approval from City staff in December 2025.

The original 2025-approved concept called for a 212-ft-tall (65-metre) tower with 185 secured purpose-built rental homes, including 148 market rental units and 37 below-market rental units. There would also be 6,300 sq. ft. of commercial retail/restaurant space along the ground level, along with two underground levels for 99 vehicle parking stalls, plus about 350 secured bike parking spaces.

In August 2026, just over a year after the rezoning approval, the proponents submitted a new rezoning application outlining major changes, with the tower’s height now increasing by about 50 per cent to reach 335 ft. (102 metres) with 26 floors. The revised application’s details were made public this week ahead of the start of the City’s formal public consultation process later in November 2026.

Under the revisions, the number of secured purpose-built rental homes has fallen by about a third, with the project now providing 121 units, including 97 market rental units and 24 below-market rental units. The unit size mix is 33 studios, 41 one-bedroom units, 31 two-bedroom units, and 16 three-bedroom units.

The below-market rental housing uses would be situated within the second and third levels, and the market rental housing uses would be situated within the building’s fourth level and top 10 levels, while eleven floors within the tower’s mid-section would be dedicated to the new hotel with 99 guest rooms. Residents would have access to shared indoor and outdoor amenity space on the partial 27th level.

The rental housing and hotel would share the same ground-level main entrance, and the hotel lobby and indoor and outdoor amenity spaces for hotel guests would be on the fifth level.

The commercial retail/restaurant space of 6,300 sq. ft. on the ground level remains unchanged.

The total building floor area would reach approximately 183,000 sq. ft. — up from the previous concept’s 143,000 sq. ft. This includes 99,300 sq. ft. of rental housing uses and 77,600 sq. ft. of hotel uses.

The floor area ratio density would increase from 6.8 to 8.73, meaning the floor area would be nearly nine times larger than the 21,000 sq. ft. lot. The project replaces a 1964-built, two-storey building with 27 apartment units and a 1955-built, two-storey building with seven apartment units.

However, the changes go beyond what is contemplated by the Broadway Plan.

The revised concept by Chris Dikeakos Architects seeks excess height and density and introduces a hotel use that is not contemplated under current policy.

In their rationale, the proponents argue that hotel uses are already contemplated in nearby Broadway Plan areas within three blocks of the property. They also point to the City’s hotel supply shortage and the site’s close proximity to major public transit services.

The municipal government has also been encouraging the incorporation of hotel uses into mixed-use developments, which can improve the pro forma of projects amid the current demand challenges for rental housing.

According to the application, the additional tower height to create more floors would help limit the reduction in market rental homes while accommodating the hotel. As well, it incorporates a third elevator to serve both residents and hotel guests, with a slightly larger tower floorplate to accommodate the additional elevator and improve building operations.

“A third elevator has been introduced to accommodate the increased residential population resulting from the proposed development,” reads the application.

“With two elevators, both resident and guest wait times would be unacceptably high during peak hours, negatively impacting livability. The third elevator ensures that daily vertical circulation meets service reliability and accessibility standards in a mixed-use building of this scale.”

Five underground levels would accommodate parking, for a total of 164 vehicle parking stalls, including 15 for hotel/retail/restaurant uses, 139 stalls for residents, and seven stalls for residential visitors. About 320 secured bicycle parking spaces would also be provided.
