New renderings of the Vancouver Giants arena in Surrey City Centre

This will be the new home of the Vancouver Giants of the Western Hockey League (WHL) beginning in 2030.

The City of Surrey and Vancouver Giants announced today they have signed an agreement in principle to engage in a partnership to pursue a high-density, mixed-use redevelopment with a 10,000-seat indoor arena in Surrey City Centre.

“City Centre Arena and Cultural Event Centre” will be built at the 5.1-acre former Safeway grocery store site at 10355 King George Blvd. at the southwest corner of the intersection of 104 Avenue and King George Boulevard, immediately east of Surrey City Hall and SkyTrain’s Surrey Central Station. This effectively cancels the City’s previous preferred vision to redevelop the municipally-owned BC Lions training facility a few blocks to the north.

The City will acquire the property from Wesgroup Properties, which had been planning to redevelop the site into its Civic District project of high-density, mixed-use residential and commercial uses. This will be achieved as a land swap with other City-owned properties located elsewhere in Surrey.

The municipal government selected the bid following a competitive bidding process conducted earlier this year. Surrey Mayor Brenda Locke first unveiled the arena vision during her 2024 State of the City address, with the project subsequently going through preliminary technical planning and feasibility studies, including an analysis of the market demand.

Overall, the preliminary design presents the arena as the anchor of a dense Surrey City Centre entertainment district, combining sports and live events with a luxury hotel, residential uses, retail/restaurant space, and a major public plaza — all in one integrated development.

The arena is envisioned as a compact, urban-style event centre embedded within a much larger mixed-use destination.

From these brand-new highly preliminary conceptual renderings for this specific location, the venue sits at the base of multiple high-rise towers, including a hotel and residential uses above a base podium with commercial uses. The arena building is specifically situated at the southeast corner of the intersection of City Parkway and Central Avenue, closest to the SkyTrain station.

The arena itself has a broad, low-slung massing with a rounded roofline and a prominent curved glass facade facing a large public plaza, which offers a grand main entrance into the venue.

A large exterior digital screen, bright signage, and illuminated canopies, and extensive glass use give the building a highly visible entertainment district character.

The public plaza appears designed as a major pre- and post-event gathering space, with crowds spilling out between the arena, hotel, restaurants, retail spaces, and patios.

The renderings suggest a strong emphasis on nightlife and street-level animation, with the arena entrance integrated directly into the pedestrian realm rather than set back from the street.

Inside, the arena is configured into enclosed upper and lower bowls, offering steep seating for optimal sightlines, with preliminary renderings showing configurations for concerts and the Giants’ hockey mode. There will be suites or club-level seating along the perimeter between the upper and lower bowls, along with a continuous LED ribbon around the arena and a centre-hung video board.

“This is an exciting project for the City of Surrey that will really form the core of a new sports, culture and entertainment district,” said Bill Aujla, president and CEO of the Surrey City Development Corporation (SCDC), which is the municipal government’s wholly-owned, for-profit real estate development company.

“Bringing together this new parcel of land, with experienced parties to build, operate and tenant this new 10,000-seat arena, is going to unlock significant opportunities for the City.”

The arena component alone of the mixed-use project will carry a construction cost of $360-million, with the City already committing $200 million in public funding.

With a capacity of 10,000 seats, this will be nearly twice the size of the Giants’ existing home of the 5,300-seat Langley Events Centre.

The Giants first moved to Langley Events Centre in 2016, relocating from the 15,000-seat Pacific Coliseum at the PNE fairgrounds in Vancouver, with the venue configured in a way that curtains off the unused upper bowl of seating. After a decade and a half at Hastings Park, they left the Pacific Coliseum, following consecutive years of dwindling attendance.

The Giants had an average attendance of 5,169 in 2015/2016, which was their final season at the Pacific Coliseum. This was down from their peak average attendance of 8,760 spectators in the 2006/2007 season. During the team’s first season at Langley Events Centre in 2016/2017, the average attendance further fell to 3,848, with the average attendance during the subsequent years before the pandemic being consistently half of what the team could attract during their final years at Pacific Coliseum. Over the past three seasons after the pandemic — 2023/2024, 2024/2025, and 2025/2026 — the Giants averaged about 3,700 for each season at Langley Events Centre.

“We are thrilled to be part of this amazing venue that will change the face of Surrey like never before. Exciting times for Surrey and it’s great to be a part of it,” said Ron Toigo, majority owner and president of the Vancouver Giants and the managing director of local real estate development firm Shato Holdings, in a statement today.
