Vancouver Giants moving to new $360-million, 10,000-seat arena in Surrey City Centre

Since 2016, the Vancouver Giants of the Western Hockey League (WHL) have called Langley Events Centre their home ice.

But that will change starting in 2030 if all goes as planned, as the team has signed an agreement in principle to partner with the City of Surrey for the development of the “City Centre Arena and Cultural Event Centre.”

The venue will seat 10,000 people. It will have a net estimated cost of $360 million, with the municipal government already committing $200 million for the arena portion of the project.

This will be a mixed-use redevelopment; in addition to the arena, there will be a luxury hotel, conference space, and residential uses.

The City has also released brand-new preliminary architectural design renderings of the redevelopment, including the interior of the arena.

It should be emphasized that this entertainment and sports venue is no longer planned as a redevelopment of the longtime BC Lions training facility next to Whalley Athletic Park and just south of SkyTrain’s Gateway Station.

It was also announced today the project will be be built a few blocks to the south of the BC Lions facility — on the 5.1-acre site of 10355 King George Blvd. at the southwest corner of the intersection of 104 Avenue and King George Boulevard, immediately east of Surrey City Hall and SkyTrain’s Surrey Central Station.

Up until 2021, this property — entailing two retail buildings and mostly surface vehicle parking — was occupied by Safeway, with the property left in a vacant state ever since.

The municipal government will acquire this property, which is owned by Vancouver-based Wesgroup Properties. The developer had been planning to build Civic District — a high-density, four-tower, mixed-use residential and commercial development, with a revised application for the project considered by the City earlier this year. According to BC Assessment, as of the July 2025 assessment roll, the property carries a value of $86.8 million, with $86.4 million coming from land value and $400,000 from structural value.

The City’s acquisition will be performed through a land swap agreement, with the City providing three municipally-owned parcels at 2750 194A Street, 19165 39 Avenue, and 1280-12842 96 Avenue.

“We are thrilled to be part of this amazing venue that will change the face of Surrey like never before. Exciting times for Surrey and it’s great to be a part of it,” said Ron Toigo, majority owner and president of the Vancouver Giants and the managing director of local real estate development firm Shato Holdings, in a statement.

Surrey mayor Brenda Locke added, “When we say big things are happening in Surrey, we mean it, and a new arena of this scale is as big as it gets. Bringing this arena to Surrey means jobs, investment, conference capacity, and major sports, arts and entertainment like never before. We’re already the economic powerhouse of the region, and this is another step in Surrey’s rise as a world-class city.”
