60 new TransLink bus shelters to be installed in Surrey this year

The bus-riding experience in Surrey is set for a major upgrade at select locations, with new creature comforts being added to dozens of bus stops across the city.

Up to 60 new additional bus shelters serving TransLink bus stops without shelters will be installed in Surrey over the next six months.

This is a partnership between the City of Surrey and Pattison Outdoor Advertising, which manages the municipal government’s street furniture in exchange for commercial revenue-generating advertising opportunities on the surfaces of the fixtures.

Between July and September 2025, Pattison will fully fund and install the first phase of 30 additional bus shelters. Typically, under a long-term contract with the municipal government, Pattison funds and installs up to 10 bus shelters for the city per year, but they have agreed to perform triple the number of installations this year from unused allocations in previous years.

Then, from September to December 2025, for the second phase, Pattison will install up to an additional 30 bus shelters, but it will be funded by $950,000 from the municipal government’s 2025 Community Works Fund Agreement.

These bus shelters will be mainly installed within North Surrey, where ridership is highest, including bus stop locations serving bus routes on 128 Street in Newton and 108 Avenue in Surrey City Centre. This is based on bus stops with the highest average daily boardings without a shelter to protect waiting passengers from the elements — where daily boardings are at or above 95 passengers. Moreover, as an additional consideration, the selected locations carry a lower construction cost for concrete works.

“With transit ridership in Surrey growing faster than anywhere else in Metro Vancouver, we’re committed to making public transit more comfortable and accessible for everyone,” said Surrey Mayor Brenda Locke in a statement today.

“This expansion of our bus shelter network is a smart, cost-effective way to support our growing population and ensure that all residents can benefit from improved transit infrastructure.”

According to the City, there are currently 1,425 bus stops within Surrey, but only 25 per cent feature shelters.

Within Metro Vancouver, the design, installation, and maintenance of bus stop shelters on the curbside of city streets — including the associated financial costs — are the responsibility of the individual municipal governments, not TransLink.

The City of Burnaby has a strategy to install approximately 370 bus shelters between 2023 and 2030, or an average of roughly 50 locations per year. This timeline previously ended in 2027, but it was later extended due to growing costs.

As of 2021, there were 968 bus stops within Burnaby’s borders, with 231 featuring a shelter structure and the remaining 737 with only a bench or no enhancements. This means that at the time, roughly 75 per cent of bus stops in Burnaby did not have shelters. Based on the 2021 estimated cost of $30,000 per unit, it would cost roughly $22 million to install a shelter structure with nighttime lighting at all of the bus stops without any overhead protection, but following years of high inflation, such figures are now outdated.

Bus shelters carry a greater cost if they require new or expanded concrete pads or a relocation of existing street fixtures. Moreover, some bus stop locations have spatial constraints between the roadway and private property lines, which make it challenging to install a bus shelter.
