
A man who poses a significant risk to women and children is going to be living in a Surrey neighbourhood.
Marinus Willemse has been designated a high-risk sex offender, and the Surrey Police Service (SPS) says he is believed to pose a “significant risk to women and children in the community.”
Willemse is 58 years old, a white male who is 5’11” tall. He weighs approximately 225 pounds and has brown hair and blue eyes.
“Willemse is currently on a section 810.2 Recognizance with numerous conditions,” SPS said in a release.
Some of the conditions include having no contact with the victims of the offences he has been convicted of, nor having any contact with members of their immediate families.
Willemse cannot be within 300 metres of a known residence, place of employment, or educational facility of any of the victims or witnesses for crimes he has been convicted of.
There are also several weapons conditions placed on Willemse, including not possessing knives, axes or other sharp-bladed instruments unless for use in preparing food, or for the purpose of lawful employment.
SPS says that Willemse “must not possess any nylons or pantyhose, or any tool or device that can be used for the purposes of restraint, including but not limited to duct tape, straps, rope, or wire, unless specifically needed for onsite employment approved by his bail supervisor.”
The high-risk offender is also not to consume or possess alcohol, drugs or other intoxicants unless prescribed. He will also be under a curfew between 10 p.m. and 6 a.m., except with permission from his bail supervisor or to go to a medical facility due to an emergency.
Willemse is also not allowed to be at any public parks or swimming pools where someone under the age of 16 is present, “or can reasonably be expected to be present, or a daycare centre, school ground, playground or community centre.”
He’s also not allowed to gamble or to work or volunteer in a role where he’s in a position of authority or trust towards anyone under the age of 16.
“Marinus Willemse will be the subject of electronic monitoring. Investigators from SPS’s Major Crime Unit will continue to monitor and ask anyone who sees him breaching his release conditions to immediately call 911,” SPS adds.
SPS told Daily Hive that it is believed that Willemse will be released on Feb. 17, but could not disclose which neighbourhood he’d be residing in.
