Teenager charged in fatal stabbing in Surrey's Clayton Heights neighbourhood

On the one-year anniversary of the fatal stabbing along a busy Surrey road, homicide investigators say a charge has been laid in connection to the man’s death.

Leroy Billy, 45, was found suffering from stab wounds at 10 pm in the Clayton Heights neighbourhood in what investigators initially suspected was an assault investigation involving the victim and a group of youths on a bus.

According to police at the time, it began after an alleged confrontation between Billy and a female while riding the bus.

“It is believed the victim exited the bus at 184th Street and Fraser Highway and was confronted by a group of youths and then fatally stabbed,” said IHIT in a 2022 release.

A motorist, who witnessed the incident, stopped and called 911.

Investigators said they didn’t believe the case to be gang-related, nor that the victim and suspects at the time knew one another.

On Friday, a 17-year-old from Surrey was charged with one count of manslaughter.

“Under the provisions of the Youth Criminal Justice Act, the name of the accused will not be released,” the Integrated Homicide Investigation Team said.
