39-storey rental housing tower proposed near Oakridge-41st Avenue SkyTrain station

Plans to redevelop the property of 809 West 41st Ave. in Vancouver’s emerging Oakridge Municipal Town Centre have now doubled in height and more than triple the number of homes.

A rezoning application was previously approved by a previous makeup of Vancouver City Council in June 2022, outlining a plan to build a 194 ft. tall, 18-storey, mixed-use tower with 131 secured purpose-built market rental homes and 6,200 sq. ft. of retail/restaurant space.

But now, the previously approved rezoning and design concept has been withdrawn.

A new rezoning application by Westrich Pacific Corp. calls for the construction of a new 388 ft. tall, 39-storey, mixed-use rental housing and commercial tower, including shared indoor amenity spaces for the residents on the entirety of the 38th and 39th floors — with facilities such as a fitness gym, library, lounges, spa, and a business centre/study/work space.

There will now be 402 secured purpose-built market rental homes, with a unit size mix of 260 one-bedroom units, 100 two-bedroom units, and 42 three-bedroom units. In addition to the expansive indoor amenity spaces on the tower’s top levels, there will also be various outdoor amenity spaces on the rooftops of the tower and the base podium.

At ground level, a 4,000 sq. ft. of retail/restaurant space will help activate the building’s frontage with West 41st Avenue.

Currently, the site at the northwest corner of the intersection of Willow Street and West 41st Avenue is occupied by a 1965-built, two-storey office building with the Oakmount Medical Centre.

This is a transit-oriented development site within the provincial government’s legislated Transit-Oriented Area for SkyTrain’s Oakridge-41st Avenue Station.

The development site is a three-minute walk west from the western edge of the future Oakridge Park mall and roughly a 10-minute walk west from the SkyTrain station and the bus stops for the R4 41st Avenue RapidBus.

It is also immediately east of Grosvenor’s Mayfair West project — the future high-density, mixed-use residential redevelopment of TransLink’s former Oakridge trolley bus depot — and immediately north of the future Jewish Community Centre of Greater Vancouver redevelopment.

Arno Matis Architecture designed the project’s previous concept and has been retained for this revised application.

According to the architectural firm, the facade’s intricate design is inspired by the “rich, pixelated texture of the cedar trees that are native to British Columbia’s rainforests.”

“The mosaic pattern provides a sense of lightness as it moves up the facade, incorporating both variation and consistency in its facade treatment,” reads the design rationale.

“Projecting decks are designed to minimize thermal bridging and serve as passive shading elements.”

The total building floor area will reach over 271,000 sq. ft., establishing a floor area ratio (FAR) density of a floor area that is 16.15 times larger than the size of the 16,788 sq. ft. lot. In contrast, the cancelled concept had a floor area of nearly 120,000 sq. ft. and a FAR density of 7.14.

Six underground levels will contain 206 vehicle parking stalls — up from the previous concept’s 85 vehicle parking stalls across three underground levels. There will also be roughly 657 secured bike parking spaces.
