Durham Police have arrested and charged a 23-year-old Whitby man for torturing and killing two small dogs.
According to police, the suspect was captured on video surveillance killing two white Maltese-cross dogs near a plaza located in the area of Thickson Road and Burns Street east in Whitby on May 4, 2019.

He then disposed of the remains in Lake Ontario. Police recovered the remains and conducted a post mortem. The male suspect was arrested on Tuesday, May 7, and taken to a local hospital for a mental health assessment.
He has been charged with two counts of cruelty to an animal. He was released on a Promise to Appear.
