
One very lucky Canadian who’s no stranger to winning the lottery is now celebrating his third and biggest prize yet.
Neil Carter is a retired father and grandfather from Keswick, Ont., who has been playing the lottery for nearly 40 years. Nine years ago, he purchased an Instant Scrabble ticket and won a $15,000 prize.
Then, he decided to try his luck again by buying a Lottario ticket for the Oct. 5, 2024, draw. To his surprise, he won the game’s top prize, which he split with another winner. As a result, Carter became instantly $357,982.50 richer.

While claiming his second windfall, he said, “This win is still hard to believe. It came as a shock — a great shock! I’m so happy and grateful. I can’t stop smiling!”
But less than a year later, Carter found himself back at the OLG Prize Centre to claim his biggest win to date.
“I went to the store for groceries, and while I was paying, I saw two Millionaire Multiplier tickets displayed on the counter,” he recalled. “I decided to buy both of them.”
Millionaire Multiplier is a bit of a splurge as each ticket costs $100. When he returned home, Carter sat down in his living room and played his tickets.
“When I revealed a prize of $1 million, I was shocked!” he said. “I just couldn’t believe it.”
He said he called out to his wife, who was in the kitchen, and asked her to check the lottery ticket on her phone.
“When she scanned it and saw that it was a big winner, she was in disbelief as well. We were both stunned and thrilled at the same time.”
He said the reality of his win took a moment to sink in.
“My wife and I enjoyed an easy day that day,” he shared. “We were both chilling together, still thinking about the winnings after all the excitement.”
He added that his daughters were “very happy” for him.

Now with an extra $1 million in his bank account, Carter said he plans to save for the future and buy a house.
“Being a winner feels miraculous,” he said, beaming. “You never know if you’ll be the one.”
The winning ticket was purchased at Zehrs on Woodbine Avenue in Keswick.
