
The Vancouver Police Department (VPD) is issuing a warning to residents about a high-risk sex offender who is now living in the city.
Randall Peter Hopley, who has been convicted of sexual assault and abduction of persons under 14 years old, has been released in the community on a recalculated statutory release date.
“Vancouver Police believe compelling reasons exist to warn the public that he poses a high risk to the public and a high risk to breach his conditions,” said VPD in a release.

The 60-year-old man’s statutory release includes several conditions:
- Not to be in, near, or around places where children under the age of 16 are likely to congregate, such as daycares, elementary and secondary schools, parks, playgrounds, swimming pools, and recreation centres.
- Not to be in the presence of any children under the age of 16.
- Not to have direct or indirect contact with victims or their family members.
- Not to purchase, acquire, possess or access pornography or sexually explicit material in any form.
- Not to own, use or possess a computer or any technological device that would allow unsupervised access to the internet.
Hopley must also obey a daily curfew from 6 p.m. to 7 a.m. and reside at a designated community-based residential facility approved by the Correctional Service of Canada.

The 60-year-old’s previous statutory release this spring was suspended due to his breach of conditions.
On Thursday, May 22, Hopley was released from Mission Institution and instructed to reside at a halfway house in Vancouver. However, the high-risk sex offender refused the direction of his parole officer and left the facility.
A Canada-wide warrant was issued for Hopley, and he was arrested by the VPD.
The VPD High Risk Offender Unit will be working with Correctional Service Canada to monitor Hopley, and police are asking anyone who observes him breaching conditions to contact the VPD immediately.
