This week a construction worker in Richmond caught on video what was perceived to be a tornado. After talking to some experts, they claimed it was a very large dust devil and that a tornado can only form from a cumulonimbus cloud or in rare cases a comulus cloud. In the video you clearly see that the sky is clear. Nonetheless this is quite impressive.
