Surrey’s mayor says the city won’t be “intimidated by reckless acts of violence” after a second shooting in less than a month at Kap’s Café, a business owned by Bollywood comedian Kapil Sharma.

Shots were fired at the restaurant, located near 120 St. and 84 Ave., around 4:40 a.m. Thursday, Aug. 7.

Staff were inside at the time, but no one was hurt.

The café was also targeted on July 10.

Surrey Police Service (SPS) told Daily Hive that the incidents appear to be connected and that “an improvised incendiary device” was also found at the scene.

An improvised incendiary device is a homemade weapon intended to start a fire or cause an explosion through burning.

“We believe the two shootings are connected,” SPS media relations officer Ian MacDonald said in an email.

“This has the earmarks of an extortion, but we are still investigating.”

MacDonald said SPS has stepped up both overt and covert patrols in areas where extortion reports have surfaced.

This is the second Kap’s Café shooting in less than a month, according to Surrey Police Service

The department’s dedicated Extortion Investigations Team is leading the case.

Mayor Brenda Locke called the latest shooting “an affront to the sense of security every Surrey resident deserves” and told Daily Hive that she’s reached out to provincial officials, including Public Safety Minister Nina Krieger and Premier David Eby, for additional resources.

She said that the city recently upgraded its Traffic Management Centre with high-resolution cameras at more than 600 intersections, and plans to install more in high-priority areas.

Locke also pointed to the creation of a Public Safety Department to better coordinate services that support community safety, from bylaw enforcement to emergency preparedness.

“Surrey will not be intimidated by reckless acts of violence,” she told Daily Hive.

“We stand shoulder to shoulder with our businesses, our police, and our provincial partners to keep our city safe, vibrant, and resilient.”
