How FIFA World Cup match days turn Pacific Boulevard into an outdoor extension of BC Place Stadium

Much has already been said — and experienced first-hand — about Downtown Vancouver’s Granville Street Pedestrian Zone, the vehicle-free activation that has proven successful enough to be extended by seven weeks through the Labour Day weekend in September, rather than ending it on the day of the championship final match of the FIFA World Cup.

There has also been plenty of attention on the official free FIFA Fan Festival Vancouver at the PNE fairgrounds in Hastings Park, along with the full tournament-mode transformation inside BC Place Stadium.

But just outside the stadium, another major piece of Vancouver’s official FIFA World Cup event experience has taken shape: the stretch of Pacific Boulevard between Smithe Street (outside Parq Vancouver casino resort) and Carrall Street will be fully closed to regular vehicle traffic for a total period of two months, creating a secure outdoor fan zone and expanded concourse for match ticketholders.

This segment of Pacific Boulevard has been completely closed since May 23, and it will remain that way until sometime in late July as part of the stadium’s FIFA World Cup secure zone — supporting both stadium operations and large crowds moving in and out of the venue on match days.

The “Last Mile” match day spectator route along Quebec Street/Pacific Boulevard, starting outside SkyTrain’s Main Street-Science World Station and ending at the Carrall Street security screening area, has served as the designated entry point for about 80 per cent of ticketholders on each match day. Fans both with and without tickets have joined the mass processions and team marches along the route, but for those without tickets, the boisterous experience on that roadway can only go as far as before Carrall Street.

For spectators with tickets, the roadway is not simply a security buffer or crowd control space.

As of the time of writing, roughly 315,000 people have attended the six matches held so far at BC Place Stadium, with each declared an official “Full House” sellout by FIFA. The seventh and final Vancouver match — the Round of 16 knockout match between Colombia and Switzerland — will be held Tuesday, July 7, bringing total attendance to about 370,000 and closing out the city’s main FIFA World Cup host city role.

After ticketholders pass through security screening, they can enter the Pacific Boulevard secure area, where food trucks, food and beverage tents, branded tents, official FIFA World Cup merchandise sales, picnic tables, wayfinding signage, and sponsor activations line the Pacific Boulevard roadway immediately south of the stadium.

The setup effectively turns the arterial roadway and a portion of the Plaza of Nations into a temporary outdoor extension of BC Place Stadium’s interior concourse. Spectators can move repeatedly between the indoor stadium and the outdoor secure zone without leaving the controlled perimeter or going through security screening again. Once inside the secure outdoor area, they can buy merchandise, take in the festivities and atmosphere, and purchase food and drinks before heading to/returning to their seats ahead of kickoff.

The outdoor area on the roadway supplements the stadium’s typical indoor concessions and amenities, easing some of the great pressure on the stadium’s permanent regular concourse spaces — often experienced when the 1980s-built venue nears or reaches its ultimate spectator capacity — during one of the largest sporting events it has ever hosted.

The entrance into the premium experience on a portion of the Concord Pacific lands — the FIFA Hospitality Village — can also be accessed from Pacific Boulevard after security.

While the closure has major vehicle traffic flow and access implications for the Downtown Vancouver peninsula as a whole, this FIFA World Cup setup provides a model example of what future large-scale event operations can look like when the stadium’s post-security and operational footprint temporarily extends well beyond the building itself.

The ticketholder fan zone on Pacific Boulevard also reflects one of BC Place Stadium’s distinguishing features among FIFA World Cup host venues: its location in a highly dense urban setting within a major city centre.

That stands in contrast to many of the tournament’s other stadiums, which are surrounded by vast surface vehicle parking lots or open areas, with some also located in far-flung suburban areas. In Vancouver, the stadium’s urban context required a different approach, but that likely also greatly adds to the operational and security costs of the tournament.

Pacific Boulevard will remain closed for a few more weeks beyond the Round of 16 match, until the extensive temporary facilities and installations around BC Place Stadium are dismantled.

BC Place Stadium’s first event after the FIFA World Cup will be held on Saturday, July 25 — one week after the championship final in New York/New Jersey on Sunday, July 19 — with the BC Lions hosting the Toronto Argonauts in a CFL match. By then, the temporary natural grass pitch used for the tournament will be long gone, replaced by a new artificial turf surface.

The first Vancouver Whitecaps FC match at BC Place since late April will follow on Saturday, Aug. 1, when the club hosts Los Angeles FC.
