Just over a year after Surrey City Council first gave City of Surrey staff the green light to begin pursuing a secured purpose-built rental housing project on a municipally-owned site involving a development partner, the project’s design concept is now refined for the permitting application stage.

In April 2025, City Council endorsed City staff’s request to launch a competitive bidding process for the redevelopment of the 2.9-acre vacant site at 10975 126A St., near SkyTrain’s Scott Road Station.

From the outset, the preliminary vision called for low-rise, wood-frame buildings containing approximately 350 rental homes, aligned with the City’s Affordable Rental Housing Strategy to expand housing options for low- to moderate-income individuals and households.

$1 million in annual revenue for the City

In September 2025, City Council approved City staff’s recommendation to select local developer Apcon Group to lead the project’s design and construction, as well as the operation and maintenance over the lifespan of the complex under a long-term lease. The bidding process attracted 12 submissions, which were narrowed to a shortlist of Apcon Group, Connective Support Society, and Northstar Development before the successful proponent was selected.

At that time, City staff indicated that Apcon Group would provide the City with 10 per cent of gross annual rental revenue once the project is completed and occupied.

Construction could begin in 2027 for a completion by late 2028 or early 2029, generating approximately $1 million annually for the City beginning in 2029.

The municipal government will not provide any construction capital and operating funding for the project, but if the building permit is issued before the end of August 2026 the project could be eligible for the City’s transit-oriented development and non-market rental housing development incentives funded by the federal Housing Accelerator Fund. Additionally, the intent is to pursue federal low-cost construction financing from Canada Mortgage and Housing Corporation’s Apartment Loan Construction Program.

100 more homes than originally envisioned by the City

As the next big step after being selected by the City last fall, Apcon Group has now submitted a development permit application — in partnership with ParaMorph Architecture — to advance the project and maintain the proposed timeline.

The detailed concept based on refining its winning submission last year calls for the construction of three six-storey, mixed-use residential and commercial buildings.

The residential component comprises 452 secured, purpose-built rental homes — about 100 units above City staff’s original estimate for what can fit on the site, and 22 more units than Apcon Group’s competitive concept last year. This includes 362 market rental units and 90 below-market affordable units, defined by the City as rents set below 30 per cent of the median total income of all families in the market. The unit mix consists of 27 studio units, 326 one-bedroom units, and 99 two-bedroom units.

Amid Surrey’s ongoing public school capacity pressures, the City’s development review process also considers how large multi-family residential projects may affect capacities in the local school catchment. According to the Surrey School District, this project is estimated to generate enrolment equivalent to more than two classrooms, including 41 elementary students and 18 secondary students at nearby schools.

The City selected this site — located at the southwest corner of the intersection of 110 Avenue and 126A Street — for the project due to its strong public transit access and surrounding amenities. The property is approximately a five-minute walk south of Scott Road Station and its major bus exchange, which is served by major bus routes including the R6 Scott Road RapidBus. The site is also immediately west of the North Surrey Sport & Ice Complex.

In addition, the location is identified as an “emerging area” and is designated as a Transit Village Study Area under the South Westminster Neighbourhood Concept Plan, which envisions the development of an urban village featuring residential uses alongside commercial and related services.

As such, Apcon Group’s project also includes nearly 11,000 sq. ft. of retail/restaurant space, situated on the north building’s ground level fronting 110 Avenue — closest to the public transit hub and other retail/restaurant uses found in Weststone Group’s recently-built, low-rise, mixed-use residential projects just kitty corner from the City’s development site.

There will also be a 5,600 sq. ft. childcare facility within the ground level of the centre building, with the outdoor play space provided on the second level.

The project will provide a total of 392 vehicle parking stalls. Most residential parking will be located underground, while the ground level will also accommodate parking throughout much of the complex footprint, including 57 stalls designated for commercial and childcare uses.

Altogether, about 128,000 sq. ft. of building floor area will be generated on this 2.93-acre site.
