This is what Health Canada's regulated pot packaging will look like (PHOTOS)

After a 60-day consultation regarding the proposed regulatory approach to cannabis, Health Canada released information on pot packaging.

The packaging information was included in a 40-page report issued by Health Canada on Monday.

According to the government, Canadians, and especially youth, are consuming cannabis in high numbers, and the proposed Cannabis Act “seeks to keep cannabis out of the hands of youth while keeping profits out of the hands of criminals and organized crime.”

The report, Summary of Comments Received During the Public Consultation, provides details on two key elements of the proposed regulations: the definitions of micro-scale licences, and the requirements for packaging and labelling of cannabis products

“An evidence-informed, public health approach is being taken to the requirements for packaging and labelling of cannabis products to minimize their appeal to children and youth, protect against accidental consumption, and help inform consumers of the risks and harms of cannabis use,” states Health Canada.

Labelling requirements that are being proposed for the final regulations and includes: standardized cannabis symbol that would need to appear on every label; mandatory health warning messages that would need to appear on every label; and requirements with respect to information on THC and CBD content.

Additionally, the strict rules call specifically for the following:

  • only one other brand element (in addition to the brand name) could be displayed;
  • it would be prohibited to display any other image or graphic;
  • label and package backgrounds would need to be a single, uniform colour;
  • it would be prohibited to use any fluorescent or metallic colours;
  • colours must contrast with the colours of the standardized cannabis symbol and the background of the health warning messages;
  • labels and packaging could not have any coating (e.g. could not be glossy), embossing (raised or recessed relief images), texture, foil, cut-outs or peel-away labels;
  • any over-wrap must be clear; and
  • it would be prohibited to include any insert in a package

“We are taking a public health approach to legalizing and regulating cannabis, and we are committed to keeping cannabis out of the hands of children and youth,” said Ginette Petitpas Taylor, Minister of Health. “Measures such as the packaging and labelling requirements announced today will help to achieve this goal.”

Health Canada said it heard from more than 3,200 Canadians and 450 stakeholders, existing licensed producers and prospective producers, provinces and territories, and Indigenous organizations during the consultation period.
